Vince Dizon, head of the Department of Public Works and Highways (DPWH), has committed to allocating funds for the JICA Davao Flood Control Master Plan in the 2027 budget, following public backlash over severe flooding in the region. The decision comes after repeated instances of flash floods that have impacted communities in Davao, raising concerns about infrastructure readiness and disaster preparedness.
Dizon’s announcement was made in response to growing pressure from local officials and residents who have criticized the government for inadequate flood mitigation measures. The JICA Davao Flood Control Master Plan, a joint initiative between the Japanese International Cooperation Agency (JICA) and the Philippine government, aims to enhance flood resilience through improved drainage systems and infrastructure upgrades.
The budget allocation is expected to support the implementation of key projects under the plan, including the construction of retention basins and the rehabilitation of existing drainage networks. Dizon emphasized the importance of long-term planning to prevent future disasters, citing the increasing frequency of extreme weather events linked to climate change.
